The origin of XM Satellite Radio was a rule-making petition filed with the Federal Communications Commission (FCC) by Martine Rothblatt, regulatory advocate and founder of Satellite CD Radio, to establish frequencies and licensing rules for the world`s first digital audio satellite radio (SDARS) service. On November 24, 2010, Radio Canada and Sirius Canada announced that they would merge their services.  On April 12, 2011, the CRTC approved the merger of the companies with Sirius XM Canada.  Canadian Satellite Radio Holdings Inc. of John Bitove, licensee of XM Canada, acquired a 30% interest in the new company as the largest and controlling shareholder, while Slaight Communications and Canadian Broadcasting Corporation, the current owners of Sirius Canada, each retained 20% of the shares. The US parent company of Sirius XM would own 25%.  The merger was finalized on June 21, 2011.  Sirius XM Holdings now holds a 70% and a 33% interest in Sirius XM Canada starting in 2020.  After a four-year trial, Sirius XM received FCC approval on December 21, 2010 to enter service in Alaska and Hawaii.
Sirius XM announced on January 17, 2011 that it would place transponders in these states and adapt three of its satellites to cover these areas.
